Despite the fact that the officials of “ITM Ministry” are talking about monitoring of the “Behinyab” website that is responsible for allocation of the polymer shares of converters’ official purchasing , the news are speaking about the launch of a new system.
This new system is called “OFOGH” in Persian (the Horizon) and works to check the new allocations based on the records of production and sales of those who have purchased the materials from IME with official prices. After checking the balances the system will provide the new quota for the buyers.
It seems this is another effort to prevent petrochemical materials’ smuggling to Iranian neighbouring countries.
According to some informed sources, “OFOGH” is a plan to standardize sales and prices of polymers and some other petrochemical products. In this way, instead of the company’s quota on the stock exchange based on “production”, after launching of the new system the quota will be determined based on the “buying” of raw materials and “selling” the products of the companies.
To be practicable, the factories that fulfill their material needs from IME, should also submit their statistics and sales reports according to the new mechanism as defined in the OFOGH system. The system, then, with its own mechanism, monitors and quantifies the company’s quotas.
If launched, this system will be responsible for determining the quota by replacing former “Behinyab” website. Quotas in this system will be staged. As a company converts and sells any quantity of raw materials purchased in purpose of production and submits the records to the system, it will be quoted in accordance with the ratio of purchasing / production.
The first phase of the system will be in operation as pilot form with Polycarbonate, Benzene, Paraxylene, PBR, SBR and BOPP. Further, after correction of possible defects and necessary modifications, the first phase of the project will be in operation for allocation of PVC and PP to the converting companies. By launching this plan, the orders registration will be done through commerce website.
Once again the big question mark is that how the Iranian converters with a declared production of polymers in Iran, must go through such complicated pathways and check controls with a highest annual consumption of about 2.5-3 mt polymers?************************
